As a victim of a crime, you are entitled to reimbursement of your losses by the thief, but not your Landlord. It is not your fault that your purse was stolen, but it isn't your Landlord's fault, either. A reasonable charge for changing the locks is typical of all communities.
My apartment unit key and building front door key were stolen when my purse was stolen. My landlord wants to charge me for changing the two locks after the theft. It's not my fault that my purse was stolen so why should I have to pay this?
